The single most common cause of XPS 13 "flicker" is not a defect at all. It is Dynamic Brightness Control, also called content adaptive brightness, which dims and brightens the panel based on what is on screen. Switching between a dark app and a white browser page makes the whole screen pulse, and it looks exactly like a failing panel. Turn it off and see if your flicker disappears:

If the screen flickers during this preboot test, the panel or display cable has a genuine fault. No driver update will change it. If the test looks perfect and the flicker only happens in Windows, you are looking at a graphics driver or refresh rate issue, which diagnosis sorts out quickly.
Two supporting observations worth noting before you bring it in: does moving the lid change the flicker? Flicker that responds to lid angle points at the display cable and hinge path rather than the panel. And does the flicker show on an external monitor? If yes, the screen was never the problem and the graphics side is at fault, which is the rare case.
If the preboot test confirms hardware, the fix is a display cable or a new panel. XPS 13 panels are premium parts: high resolution, often touch, sometimes OLED depending on the year, and pricing varies more than mainstream laptops, so we quote exactly at diagnosis.
